Despite having a 3090, a 5950x, 32 GB of 3600mhz ram even if I lower alot of settings down to high and medium I cannot get above low 30’s at airports and the most i’ve got way above the clouds was 52FPS with stuttering….

WebSometimes you have to manually set that either in game or in some settings menu in windows/geforce experience/etc. Could also be related to power savings mode of some sort. Some laptops are set to only draw full GPU power when plugged in and wont use the GPU or only mildly when it's running off battery power.
